Implementation Opinions on Further Reducing Logistics Costs

Logistics is an important link in the smooth circulation of the national economy. In recent years, the cost reduction and efficiency increase of logistics have been actively promoted, and the level of social logistics costs has been steadily declining. However, problems such as high logistics costs and low efficiency in some areas are still prominent, especially due to the impact of the COVID-19, social logistics costs have risen in stages, which is difficult to meet the requirements of building a modern economic system and promoting high-quality development. In order to implement the decisions and deployments of the Central Committee of the Communist Party of China and the State Council on coordinating epidemic prevention and control with economic and social development, further reduce logistics costs, improve logistics efficiency, and accelerate the restoration of production and living order, the following opinions are hereby proposed.
1、 Deepen the reform of key links and reduce the cost of logistics system
(1) Improve the procedures for obtaining licenses and permits. Accelerate the digitization of qualification certificates in the transportation sector and promote online endorsement processing. Optimize cross provincial parallel licensing services for large-scale transportation and further improve approval efficiency. (Responsible by the Ministry of Transport)
(2) Scientifically promote the management of vehicle overloading and overloading. Deepen the normalization and institutionalization of joint law enforcement for overloading control, refine the law enforcement process, and strictly implement the national unified standards for overloading control and law enforcement. Carry out the governance of illegal modification of freight vehicles in an orderly and phased manner, and gradually eliminate various non compliant vehicle models. Organize and carry out a special management action for atmospheric pressure liquid dangerous goods tankers. (3) Maintain normal order in the road freight market. Establish a normalized work mechanism to severely crack down on highway and national and provincial road bandits and road bullies, smooth channels for complaints and reports, and focus on regulating market order in areas such as vehicle traffic, parking services, and road rescue. (4) Optimize the management of urban delivery vehicle traffic and parking. Continuously promote the demonstration project of urban green freight distribution. Improve the three-level distribution network supported by comprehensive logistics centers, public distribution centers, and terminal distribution outlets, and reasonably set up facilities for parking and loading and unloading urban distribution vehicles. Encourage the development of intensive distribution such as joint distribution, unified distribution, centralized distribution, and time-sharing distribution. Improve the management of urban distribution vehicle traffic, clarify the conceptual scope of urban distribution vehicles, relax the restrictions on the passage of standardized light and micro distribution vehicles, and provide more convenient passage for new energy urban distribution vehicles. (5) Promote the facilitation of customs clearance. Promote paperless operation documents in ports and other places, compress the circulation time of documents, and improve the efficiency of goods entering and exiting the port. By relying on the "single window" of international trade, we will carry out pilot programs for two-way interaction between regulatory and inspection instructions and port information, and improve the speed of import and export goods departure. Continuously promote early declaration of imports and exports, and optimize the "two-step declaration" customs clearance mode. Sort out the approval and management matters and regulatory documents for sea transportation and customs clearance, and cancel or withdraw from port verification in accordance with regulations for those that are unreasonable or cannot meet regulatory needs. (6) Deepen the market-oriented reform of railways. Select regions with dense railway networks, high demand for freight transportation, and prominent supply-demand contradictions in transportation, as well as some important railway freight lines (including distribution systems), to carry out comprehensive pilot reforms for railway marketization. By introducing market competition mechanisms, reform will be carried out in areas such as investment and financing, planning and construction, operation management, performance management, and transportation organization. Continuously improve the flexible adjustment mechanism for railway freight transportation prices, and timely and sensitively reflect market supply and demand relationships. Further relax market access and attract social capital to participate in the construction and operation of logistics facilities such as railway freight yards and warehouses.
